On January 14, 2021, an employee of Henan Shunda New Energy Technology Co., Ltd., a subsidiary of China National Chemical Corporation in Zhumadian City, Henan Province, felt unwell during the operation in the hydrolysis protection tank. During the rescue, seven people were poisoned and choked, causing a total of Four people, including the deputy general manager of the accident, died. The detailed cause of the accident is under investigation.

　　This accident is the first major accident in the chemical industry this year. It exposed problems such as inadequate management of special operations, insufficient professional skills of employees, irregular use of protective equipment, and a serious lack of self-protection awareness.

　　One is to learn the lessons of the accident deeply. It is necessary to fully understand the extreme importance of work safety during the "Spring Festival" and the "Two Sessions" across the country and the province, and deeply learn from the two consecutive hazardous chemical production safety accidents that occurred in the province from January 14th to 15th. By analogy, we will comprehensively investigate and rectify potential safety hazards, and strictly prevent similar accidents.

　　The second is to earnestly promote the dual prevention and quality improvement work. The main person in charge of each hazardous chemical enterprise shall organize the professional and technical personnel and production operators of the unit to conduct all aspects of the production and operation of the unit, especially for special operations such as hot work, restricted space operations, and equipment involving flammable, explosive and toxic media. The facilities and workplaces carry out risk identification in a solid manner, strictly formulate and implement risk control measures, strive to improve the quality of the unit's dual prevention system construction, and resolutely eliminate formalism and "double skin" phenomena.

　　The third is to strengthen emergency rescue and support capabilities. All hazardous chemical companies should further formulate and improve their own emergency plans for production safety accidents, strengthen the construction of emergency rescue teams, strengthen emergency rescue equipment and material support, and carry out emergency drills for fire and poisoning accidents in accordance with the characteristics of winter to improve emergency response capabilities. It is necessary to strengthen emergency on-duty, strictly implement the system of leaders on duty and 24-hour personnel on duty, and improve the implementation of the information reporting mechanism to strictly prohibit late reporting and under-reporting.
